Fate will be coming from a point between the conclusion of the main plot of Magical Girl Lyrical Nanoha A's and its epilogue, i.e. when she is an 11-year-old Time-Space Administration Bureau cadet who's been officially adopted by Admiral Lindy Harlaown.
Personality: At first glance, Fate is a quiet, shy, and very serious young girl. At second glance, that's all still fairly accurate, but her soft-spoken demeanor also covers an absolute and unwavering sense of loyalty, dedication, and kindness that's been behind almost all of Fate's actions throughout her life.
The first layer of personality people are likely to encounter is a shy, somewhat awkward girl who speaks quietly and never quite seems to know how to react to a social situation. Fate's upbringing was nontraditional, to make the understatement of the year, and she's still somewhat new at interacting with other people her age, or groups of people in general. The intervening two years or so since she first joined the TSAB have let her start opening up a bit, especially to close friends and her adopted family, but she'd still rather be quiet, listen, and follow along with what other people are doing than take the lead like Nanoha or Hayate. Aside from being socially passive, she's also just naturally quiet, seldom raising her voice even in a fight unless something's going on that causes a strong emotional reaction from her. All this combines into a general social persona of an aloof, cool person...which crumbles instantly with her tendency toward blushing surprise when someone breaks through that with a joke or an emotional or embarrassing comment she wasn't prepared for.
When left to her own devices, the main personality trait Fate shows is gentle kindness. One of her first magical acts she performs in her backstory is transforming an injured wolf pup into her Familiar solely to save its life; she ends up making a close and devoutly loyal friend in the process, not just a servant. Likewise, when not running around under specific orders (or under the TSAB, even then), Fate goes out of her way to protect people she cares about, or to stand up for or rescue people who are suffering or lonely, as she once was. She'll stop to help someone who's hurt or can't protect themselves, or rescue her enemy from getting in over their heads - presumably paying forward the times Nanoha did that for her. It hasn't happened yet by this canon point, but this can also be seen later in her life when she de facto adopts several lonely children at different times, serving as a mother as well as a mentor. Out of any character in the show, Fate, freed of any other constraints, is the most likely to offer a gentle word or a soft helping hand to someone in need, friend or enemy.
Being kind and quiet, however, doesn't mean Fate is a pushover. While once she was a steadfastly loyal little super-soldier for her mother, Fate is now absolutely dedicated to doing what's right, in her role as a (cadet) TSAB Enforcer. She doesn't back down from a fight (let's be honest, no one in this show does) and doesn't surrender until she's exhausted herself and every available option. She steadfastly goes about her duty until whoever is committing a crime or hurting others is stopped, and while she's not emotionally invulnerable in a fight, she doesn't let her personal feelings enter into it if she can possibly help it, except to inspire her to fight harder.
Even outside of her professional duty as a Wizard Cop, on matters Fate really cares about, her loyalty and steadfast moral compass shine through. Even after Precia had rejected her as a daughter, Fate still declared that she would give her all to protect the woman who brought her into the world. This offer was rejected, thankfully, but later, the same core of steel shows when she insists that the Wolkenritter are people despite being artificial humans like herself, and that their story deserves to be heard (even if they have to have it beaten out of them), when she rejects the false happy world inside the Book of Darkness, and even later than her current canon point when with the help of encouragement from her "kids", she throws aside the taunts of the man who helped create her in order to calmly go about her job of arresting him.
Overall, Fate has many layers to her that add up to a cool, strong-willed protector of people who need protecting, and a girl growing into a kind, motherly role as a young woman. Well, cool until she runs into something she doesn't understand. Then she's a flailing, strong-willed protector of people who need protecting, and a girl growing into a kind, motherly role as a young woman.
Abilities: Fate is a mage in her canon, meaning she can use a variety of spells that draw on her own personal magical energy, usually focused through a technomagical Device - in her case, the multi-form Intelligent Device Bardiche. In the MGLN universe, Devices are a way to focus power and automate the complex process of spellcasting. Much like the HP universe and wands, a skilled mage can use spells without a Device, but at greatly reduced effectiveness. A full list of her magical abilities can be found here, but to summarize, as long as she has access to Bardiche, Fate can:
-Fly and move at superhuman speeds (her specialty)
-Form a "Barrier Jacket", a type ofcute magically-projected protective armor
-Form energy shields to protect herself
-Launch a variety of magical projectiles (usually of an electrical element)
-Transform Bardiche into a variety of weapons to attack directly - axe, energy-scythe, and energy-sword (zanber) being the primary types.
-Magically bind people in place (she is a Wizard Cop, after all)
-Telepathically communicate with other people using her world's magic (e.g. Nanoha and Hayate - let me know if this should be ignored)
-Power up any of the above using disposable "Cartridges" of magical energy.
Damage from her spells or even weapons is almost always nonlethal/stunning, at least to people with their own Barrier Jackets. In terms of comparison to her own canon, Fate is a super-fast and powerful but extremely fragile fighter, specializing in speed and evasion to the point where she has minimal "armor".
She can also apparently balance on top of almost anything and has an impeccable sense of dramatic timing, but those might just be flight magic and coincidences and aren't canonical abilities.
Best/Worst Subject: Best in Transfiguration. Canonically, she worked out the magic needed to transform an ordinary wolf pup into her familiar when she was around nine years old, and she is also fond of adding new forms to the axe/scythe/sword/bigger sword/pair of swords/etc. weapon she designed for herself. Personality-wise, Fate at this point in her life is excited about her life and herself changing for the better, which could reflect in her magic.

Though still bemused by the sudden change of setting from the TSAB Academy to somewhere on Earth she'd never been - having paid attention while attending school on Earth, she knew Great Britain was economically and historically important, happened to have been ex-Admiral Graham's homeland, and was the source of Lindy's odd tea-drinking habits, but that was about it - Fate was doing her best to adjust. It was clear that whatever had brought her, Nanoha, and Hayate here was being treated as a serious Incident by the local government, therefore as an Enforcer trainee she should also take it seriously.
She was, however, slightly curious why they were insisting on her using one of their local Device-types instead of just continuing to partner with Bardiche. She looked curiously at the first wand they'd handed her and wondered how to make it transform into a full staff. She wasn't getting any instructions from the Device, so either it didn't like her or it was a very basic Storage Device with no vocal interface...and made of wood. That was just strange.
A throat-clearing noise from the "Ministry of Magic" official - neither Lindy nor Graham had ever mentioned Earth having such a thing, now that she thinks about it - indicated to her that she was meant to try a spell with the wand. Idly wondering why the official and the kind old apparent wandmaker were both taking cover, Fate idly put her arm through a waving motion and softly intoned "Fire."
Nothing happened, except that after a few seconds all three of them in the room shrugged and the old man began rummaging around for another wand.
"So...," Fate asked. She had already been Charmed or whatever the proper term was here to change her knowledge of Japanese to English, which seemed convenient if a bit of a hassle if she ever wanted to go visit her friends in Japan while she was here somehow. "They don't talk at all?"
"What?" inquired the official.
"Your Devices. I don't mean to be rude, I understand you can't just lend me an advanced Intelligent Device, but I'm used to working with a partner."
This prompted a long and very informative speech from the old man, which Fate did her absolute best to focus on while waving a succession of wands in a testing fashion. The wandmaker and the government minder even started to forget to take cover after a few tries and a few paragraphs into the wandmaker's details on the relationship between Wand and Wizard, with Fate listening intently. By the time she managed a small spark of electricity with a wand, she had half-forgotten why she was there, and looked down at her new partner with appreciation. She knew now that this was something she could count on as a teammate, if not a conversational partner.
"Thank you very much, sir," Fate said with a bow, still used to Japanese manners while on Earth, which the old wandmaker could only wave off with a smile.
Maybe this Incident would be educational, at least. She was supposed to go to a school later, right?
